Add cilantro, yogurt, mayonnaise, garlic, lime juice, and lime zest to a blender or food processor
Blend for 15–20 seconds until mostly smooth
With the blender running, drizzle in the olive oil
Add salt and black pepper
Add water one tablespoon at a time until desired consistency is reached
Taste and adjust lime juice or salt if needed
Stop blending as soon as the sauce is smooth
